The centre-back signed permanently for the Shots in June 2021 following a short loan spell at The EBB Stadium and made 73 appearances and scored 4 goals in his time with the club.
The 25-year-old initially joined Aldershot on loan for three months during 2020/21 season from Wycombe Wanderers, having previously been part of the Queens Park Rangers academy side.
Phillips will link back up with Waterford manager Danny Searle who brought him to Aldershot.
