| They replace Mick O'Connell and Josh Walsh, who resigned earlier this month to pursue a new challenge elsewhere after guiding the Rail to the verge of promotion to Step 5 for the past two years before missing out in the play-offs on both occasions.
A club statement said that O'Connell and Walsh are "a tough act to follow but we wish them well in their future in football and thank them wholeheartedly for the last two seasons which provided such great entertainment."
Lancaster and Youhill will be assisted by Lee Parker as their assistant, the Rail announced on Tuesday, adding that they "will continue from where the old management team left off.
"The Harrogate Railway philosophy will be in safe hands.
"Lancaster has had great success with the reserves over the last two seasons, achieving back-to-back promotions.
"Rob has had a successful playing career and developed his coaching philosophy with success with the under 19s.
"We know success is a habit and we are excited to see this new-look management team in action.
"Great things start from humble beginnings".
