Olsen takes charge of the REMY ahead of their upcoming inaugural campaign in the NWCFL Premier Division.
He becomes REMYCA's third manager in the last three years following the departure of Paul McNally by mutual consent last month.
Alongside his commitments with the Jamie Carragher Soccer School and Everton, Olsen will head up REMYCA's efforts in the Premier Division.
The new manager is no stranger to this level of football, with previous spells at clubs including Bootle and, after spells with Tranmere Rovers and Macclesfield Town as a player, spent six or seven years as a player in non-League football with the likes of Vauxhall Motors, Altrincham, Barrow, Southport, Stalybridge Celtic, Colwyn Bay and Marine AFC.
Chairman Don Rimmer told remyca.co.uk of his excitement of hiring a manager of Olsen's calibre: "We are excited to be able to appoint a football man of James' calibre. He has played as a professional at Liverpool, Tranmere and Macclesfield, and managed previously in non-League football - most recently at Bootle FC.
"He is a top-level coach running a renowned coaching company locally and currently works with young professionals at Everton FC."
