Rocks chairman Ted Travell told the Hellenic League`s website: "Phil was formerly manager of Gloucestershire County League side Berkeley Town, Sharpness FC and the Forest Green Rovers Ladies team.
“He played at under-18 level for West Ham United, and numerous teams in non-League football. He has been involved in sport all his life, his main career being a PTI in the Army for nine years, and his aim is to ensure that all players in his team are at their fittest to meet the standards required for the Hellenic League.
"We were hoping a transfer to the Toolstation Western League, and that is no disrespect to the Hellenic just a logical reason regarding the distances involved in travelling. However, that was not to be as the FA decided differently.
"We have also started a reserve side once playing in the local league again. And we have entered an under-18's team to play in the Somerset Youth Floodlight League, which will only accept teams where the club are at level 6 or above, so we should be playing at good venues.
"With two more teams on board to support the first-team it should mean that we have cover for any shortfall in the first team, unlike the last three seasons".
