Former England under-17 captain Regan joins the Robins from Tameside neighbours and now league rivals Curzon Ashton.
The 24-year-old began his youth career at Wrexham before being snapped up by Liverpool, where he was a regular feature in their under-21 side.
After being released by Liverpool, Regan signed for Nottingham Forest which then resulted in him finding his first taste of non-League football, signing for Tamworth in 2013.
From then on Regan picked up non-League experience playing for the likes of Hednesford Town, Northwich Victoria and Stalybridge Celtic.
Regan is also known for his capability to play in a defensive midfield role, as well as his centre-back position, and was consistently seen at the heart of the Stalybridge defence for the second half of the 2016/17 season.
He moved to join The Nash in May 2017.
Dale joins from Hallmark Security League Premier Division side Barnoldswick Town where he scored 34 goals and received a staggering eighteen man of the match awards last season which resulted in him winning the NWCL Premier Division Player of the year award.
He scored 11 goals in eight games in April alone, including two hat-tricks.
The Burnley-born forward also has previous experience in the National League North, having had a spell with Guiseley AFC as well as being with Silsden AFC, Clitheroe and Colne.
