Although of English heritage, 33-year-old Cullen is a Japanese citizen who was born in that country and has a dozen caps for Japan at under-20 level.
He played in the 2005 World Youth Championship appearing in all four of their games
He started his playing career with Japanese sides Jubilo Iwata and Roasso Kumamoto before trying his luck in Holland with VVV Venio.
His next stop was Thailand with Suphanburi and the South Korea for Seoul E-Land
The Indian Super League has been his most recent port of call with NorthEast United.
Antonio Dembele came up from Leatherhead youth system and made an appearance for the Tanners at the end of last season against Tonbridge Angels and Merstham in the Surrey Senior Cup.
Will Seager also had a number of impressive appearances at the end of last season having also come up through Leatherhead youth teams.
Prior to joining Leatherhead, Seager spent the previous season as captain of Kingstonian's Ryman Youth team.
